Daniel Baulch’s journey in public service began with Victoria Police, where he dedicated more than 20 years to the organisation. His career was defined by a steady progression through the detective ranks into senior executive leadership. He held detective positions at every level, from Detective Constable to Detective Superintendent, earning a reputation as a formidable investigator and a values-led leader who insists on lawful, ethical process.
During his time with Victoria Police, Daniel was at the forefront of serious and organised crime, leading investigations across a wide spectrum of complex criminal matters, including:
Organised crime and drug trafficking
Dismantling sophisticated criminal networks that cause significant harm to communities and economies.
Violent crime and serious assaults
Leading high-stakes investigations where victim safety, evidence integrity and decisive leadership are critical.

Managing the high-risk, highly regulated discipline of human source (informant) handling and covert methodology, requiring exceptional judgement, discretion and risk management.
In this capacity, Daniel conducted hundreds of complex criminal investigations as the lead investigator, achieving a 100% success rate in matters where he personally laid charges and oversaw the prosecution. This reflects meticulous attention to detail, a deep understanding of criminal procedure, and an unwavering commitment to evidentiary standards and fairness. As a senior decision-maker, he reviewed and approved countless other successful investigations and prosecutions, ensuring the legal and procedural integrity of every case before it reached the courts.
Beyond the operational frontline, Daniel moved into senior leadership roles that reshaped how Victoria Police managed risk and integrity. As a key leader in the Professional Standards Command and the Risk and Assurance Divisions, he helped redesign the organisation’s risk, audit and assurance approach for an annual operating budget of approximately $3.5–4 billion. These roles provided a crucial, behind-the-scenes view of how systems, policies and controls can either protect or undermine performance and trust.
Daniel then carried this experience into the wider public sector. At WorkSafe Victoria, he played a key role in strengthening investigations, enforcement and integrity frameworks—supporting the shift to intelligence-led, risk-based regulation of workplace harm. At the Victorian Electoral Commission (VEC), he was tasked with building and maturing the investigations function in a politically sensitive environment, designing processes that are transparent, procedurally fair and able to withstand public and judicial scrutiny.
Most recently, as Deputy Commissioner (Operations & Technical Services) at the Independent Commission Against Corruption (ICAC) in Papua New Guinea, Daniel led a portfolio spanning Investigations, Intelligence and Legal. He helped shape a new national anti-corruption agency, oversaw complex corruption and financial crime matters, and aligned its work with contemporary anti-corruption, proceeds-of-crime and AML/CTF expectations in a highly challenging political and operational environment.

- WorkSafe Victoria: As a leader at WorkSafe, Daniel played a pivotal role in establishing and strengthening its investigations and enforcement model. He was instrumental in embedding robust case management, intelligence-led targeting, and comprehensive legal governance frameworks. His work helped transition the agency towards a more sophisticated and effective enforcement posture, capable of dealing with complex corporate entities and high-risk environments.
- Victorian Electoral Commission (VEC): At the VEC, he was tasked with building the investigations function from scratch. This involved developing new capabilities, designing processes, and implementing strict integrity controls for politically sensitive inquiries. His work ensured the VEC’s investigative function was both effective and beyond reproach in a publicly scrutinised environment.
- Independent Commission Against Corruption (ICAC) in Papua New Guinea: Most recently, as the Deputy Commissioner (Operations & Technical Services) for PNG’s ICAC, Daniel led a portfolio spanning Investigations, Intelligence, and Legal. He was instrumental in shaping national enforcement strategy and led high-profile corruption investigations, aligning the ICAC’s work with international standards for anti-money laundering (AML), proceeds of crime, and financial crime enforcement. This role provided him with invaluable experience navigating complex, politically sensitive environments and directly engaging with international bodies such as the Financial Action Task Force (FATF), a perspective that is critically important for businesses and agencies operating in the Asia-Pacific region.
